SUPPLY CHAIN SECURITY SPECIALIST
QUALIFICATIONS SUMMARY:
Ms. Isbell's 26 year career as an international logistician incorporates a combination of operations and sales mangement experience in the international trade arena. She has focused on streamlining intricate end-to-end supply chains to optimize processes to achieve delivery of the "perfect order" and enhance customer satisfaction, supported by robust shipment visibility and event management tools. She has assisted clients in developing supply chain metrics to monitor delivery precision against purchase order requirements and provide accountability in managing logistics service providers. Ms. Isbell also performs supply chain security risk assessments and facilitates the Customs-Trade Partnership Against Terrorism (C-TPAT) application process for importers and logistics service providers.
Prior to founding her wholly supply chain consulting practice, Starboard Alliance Company, LLC, in 2002, Ms. Isbell held executive positions with Columbia Sportswear Co.; Asics Tiger Corp.; Direct Line Cargo Managment Services/DHL Danzas; Sea-Land Service and its subsidiary, Buyers & Shippers Enterprises. In 2005, Starboard Alliance Company, LLC received certification from the Women's Business Enterprise National Council as a business. In her consulting practice, Ms. Isbell concentrates on serving importers and exporters, logistics service providers, port authorities, and government entities.
Ms. Isbell has lectured on logistics topics and supply chain security at conferences and has written articles for various industry publications such as Supply Chain Management Review, Journal of Commerce, Supply and Demand Chain Executive, and Marine Digest and Cargo Business News.

Performed global supply chain security risk assessments and prepared C-TPAT membership applications for numerous importers and logistics service providers including Fred Meyer, InFocus, North Pacific Group, Pope & Talbot, OIA Global Logistics, and YRC Worldwide/USF Reddaway.
- Conceived and coordinated a processmapping and gap analysis of Columbia Sportswear's import supply chain, resulting in numerous process and systems changes that reduced the company's exposure to U.S. Bureau of Customs and Border Protection (CBP) penalties and fines, pushed audition upstream, improved operational controls, and established EDI connections with the company's consolidator and customs broker.
- Assessed the supply chain processes of Cornerstone Consolidated Services Group, a multi-brand catalog retailer, and recommended strategies to improve efficiency in product delivery to consumers, reduce operating costs, and decrease risks of non-compliance with CBP regulations.
- Worked with retail customers such as Kohl's and Dick's Sporting Goods to improve cargo receiving procedures to reduce non-compliance chargebacks assessed against Columbia Sportswear.
- Negotiated numerous ocean, airfreight, intermodal, truck, small package and warehousing contracts that resulted in consistent service levels at competitive rates for shippers and predictable volumes for logistics service providers.
- Evaluated and implemented logistics service provider programs for all modes of transport for importers and exporters.
- Collaborated on an evaluation of Liz Claiborne's international supply chain and developed strategies to effectively navigate in the era of increasing U.S. port, rail and highway infrastructure congestion.
- Deep expertise in customized origin consolidation operations and IT systems required to service the unique needs of nationally recognized retailers and importers including Nike, Levi Strauss and Warner Brothers Studio Stores.
- Executed international trade process audits for importers to evaluate risk and areas of non-compliance and recommended strategies to ensure compliance with CBP regulations based on Focus Assessment methodology.
